Definition & Essential Functions Under the supervision of the Building Official and general direction of the Community Development Director, this position is responsible for providing exceptional customer service to citizens, co-workers, developers, and others with questions or problems related to the Community Development Department.
Performs a full range of routine and complex administrative and technical tasks.
Responsible for scheduling building inspections; reviewing applications for building permits; approving and issuing permits; calculating and collecting fees, performing plan review for minor projects as authorized, and directing citizens, co-workers, developers and others to appropriate departmental personnel.
Responds to requests and resolves complaints through interpretation of City and department policies, procedures, rules, and regulations.
Coordinate schedules for meetings and inspections with the public, department staff, and external staff.
Responds to FOIA requests applicable to the department.

Tasks • Promotes and provides good public relations and an exceptional level of customer service to citizens, developers, employees and others with questions or problems at the Community Development Department front counter.
• Functions as the main point of contact for the Building Division.
• Provides a variety of technical information regarding permit requirements.
Calculates and assesses fees.
Issues payment receipts for building permits, and other miscellaneous required payment receipts.
• Provides information to new Sierra Vista residents and others concerning basic to complex inquiries regarding City services and construction permitting information processes, reviews and issues permits for minor projects.
• Schedules daily inspections.
• Accurately and efficiently performs general office duties such as filing, creating files, data entry, answering telephones, and copying.
• Accurately and efficiently collects and compiles data from software and completes timely and accurate reports using these programs.
• Coordinates and issues Certificate of Occupancy and Zoning Compliance Certificates as authorized.
• Establishes priorities for assigned tasks and consistently exercises initiative in using time productively and without close supervision.
• Ensures work processes are in compliance with City policies and procedures.
• Assists in the fulfillment of FOI requests.
• All other duties and responsibilities as required.
Knowledges, Skills & Other Characteristics 1.
Ability to work well with the general public, Department Heads and Administration; and establish and maintain effective working relationships with both internal and external customers.

Must communicate effectively, both verbally and in writing.
Must project a professional image when serving the public, responding with a high degree of accuracy and with a high level of courtesy and strong public service orientation.

Must possess a working knowledge of basic building construction terminology.

Must possess a working knowledge of basic principles and practices of plan checking and plan review processes, codes, and ordinances.

Basic knowledge of, or the ability to learn, applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility.

Basic knowledge in principles of mathematics.

Must possess a working knowledge of grammar, spelling and punctuation.

Must possess a working knowledge of modern office practices and procedures, including but not limited to, maintaining of filing systems and a good working knowledge of computer software including word processing, data entry and spreadsheets.

Intermediate Microsoft Office Suite skills required including but not limited to Microsoft Excel, Microsoft PowerPoint, and Microsoft Outlook.
WORKING CONDITIONS AND PHYSICAL DEMANDS: Comfortable working conditions, talking, listening, handling light weight, intermittent sitting, standing and walking.
Regularly sits at a desk or table; walks, stands or stoops; works for sustained periods of time maintaining concentrated attention to detail.
The person in this position must have the visual ability to read and work with computers and other electronic tools in accomplishing tasks and to communicate verbally.
May occasionally lift or otherwise move objects weighing up to 25 pounds.
This position has exposure to stressful situations as a result of human behavior.
Work is often performed under deadlines and time constraints.
Qualifications Qualifications: Graduation from high school or GED required with three(3) years experience in the building construction industry or municipal building department OR an Associate’s Degree and one (1) year of related experience in building trades or municipal government permitting.
Current and valid Arizona Notary Public or obtain within 6 months of hire date.
Current and valid ICC Permit Technician Certification or obtain within 12 months of hire date.
