Under the general supervision and direction of the Public Works External Services Manager, performs a variety of advanced professional administrative and management support duties, and supervises the functions and staff of the Transit Section of the Public Works Department.

Tasks Performs a variety of administrative, supervisory, and technical activities associated with the operation of the City's public transit system (Vista Transit) Responsible for developing and participating in the implementation of the goals, objectives, priorities, and budget for Vista Transit.
Resolves complaints and develops solutions to public transportation problems.
Seeks ways to reduce turn-around and travel times, streamline work processes, and manage costs.
Works collaboratively with customers and other stakeholders to provide quality customer service and improve operations.
Leads the preparation, submission, and administration of all federal and state grants and required reports associated with transit operations.
Monitors and evaluates the efficiency and effectiveness of service delivery methods, policies and procedures associated with a Federal Transit Administration (FTA) Section 5307, Urbanized Area Public Transit System.
Identifies and analyzes operational issues related to Vista Transit services, procedures, customer satisfaction, driver performance and ridership trends.
Presents findings and recommendations to management for review.
Monitors, evaluates, and ensures compliance with federal, state, and local regulations including but not limited to the federal and state departments of transportation and the FTA.
Participates in the development and implementation of capital improvement programs, master plans, and short-range and long-range plans for Vista Transit.
Makes recommendations to management regarding the marketing of transit services and amenities.
Plans, directs, coordinates, and reviews the work plan for Vista Transit.
Meets with staff to identify and resolve problems; assign work activities and projects; monitor work flow; evaluate work products, methods, procedures, and performance; set performance goals; counsel employees and arrange appropriate training; and forecast additional funding needs for staff, equipment, materials, and supplies.
Interviews and recommends candidates for hire.
Serves as a liaison for Vista Transit with other City departments, divisions, and outside agencies; prepares and presents staff reports and other correspondence; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to programs, policies, and procedures; provides administrative support and serves as a liaison to the Transportation Commission Provides information and reports to management through written correspondence and presentations; represents Vista Transit organizations such as the Arizona Transit Association (AZTA) and the Sierra Vista Metropolitan Planning Organization (SVMPO) Technical Advisory Committee.
This position is required to be available for emergency call-outs related to operations at Vista Transit.

Five (5) years of municipal and public works experience (preferred, 3 yrs.
minimum) or relevant administrative, management, or operational experience.
Supervisory and direct customer service experience preferred.
A valid Arizona driver's license is required.
Commercial Driver's License (CDL), minimum of a Class "B”, including “P” Passenger endorsement, with medical certification or ability to obtain within six (6) months after the start of employment.
The City of Sierra Vista provides the required CDL training and skills test and may provide additional resources for new applicants to obtain other necessary pre-requisites for obtaining a CDL Class B.
*Degree must be from an institution accredited as recognized by the U.
