Definition & Essential Functions Under the policy direction and general guidance of the Sierra Vista Metropolitan Planning Organization Board of Directors, the SVMPO Senior Regional Transportation Planner performs professional and administrative work of considerable difficulty in implementing the activities of the Metropolitan Planning Organization.
The Senior Regional Transportation Planner works under the SVMPO Director, taking on leadership roles with technical advisory committees, approved projects, and provides coordination with federal, state, and local agencies.
FLSA STATUS - EXEMPT The SVMPO Senior Regional Transportation Planner position requires considerable knowledge of metropolitan (regional) planning and programming regulations, transportation long-range transportation planning, federal transportation policies and procedures, and federal and state local funding mechanisms.
The highest level of professionalism and adherence to a code of ethical conduct is expected.
Seeking a self-motivated, enthusiastic candidate that exhibits the knowledge, experience, and ability to work on complex and technical issues with minimal supervision.
Tasks Provides proactive coordination and implementation of the SVMPO activities and daily operation including, but not limited to: Coordinate regional transportation activities to implement long and short-range transportation and transit programs; Provide project management for planning studies; Prepare and administer grants; Conduct various SVMPO and other public meetings in conformance with open meeting laws and make presentations to the SVMPO Board of Directors; Develop and update federal and state required MPO documents including: SVMPO Work Program Public Participation Plan Title VI Plan Long-Range Transportation Plan Metropolitan Transportation Improvement Program Prepare and review budgets, reports, contract documents, and reconcile reimbursement requests for regional grants; Establish and maintain effective working relationships with other agencies, private consultants and contractors and members of the public; Communicate effectively both verbally and in writing; Maintain both electronic and paper records in accordance with formal Records Retention Policies.
Knowledges, Skills & Other Characteristics Knowledge of: Familiarity with Metropolitan Planning Organizations, Federal Highways Administration, Federal Transit Administration and ADOT/State Highway Department regulations, policies, and procedures are essential as is a working knowledge of regional transportation planning mandates and best practices.
Ability to: Coordinate with multiple parties to implement long and short-range transportation and regional goals within the framework of a federal and state regulations and programs pertaining to regional planning activities.
Engage a variety of partners including federal, state and local agencies, private consultants and contractors, professional staff, and the general public to reach consensus on regional planning goals.
Skill in: Preparing and presenting, verbally and in writing, technical transportation and finance information in a clear and concise manner.
High level of experience needed using a variety of computer programs including word processing, spreadsheets, database maintenance, GIS mapping, websites, meeting applications and finance portals.
High level of expertise in preparing and presenting written plans and reports in an engaging and informative manner.
Qualifications Bachelor’s degree* from an accredited college or university in engineering, city or regional planning, geography, business administration or related field.
Eight (8) to ten (10) years of professional experience in planning, engineering, business administration or related field.
Preferred to have a minimum of five years of professional experience in regional planning fields with two or more years in leadership or management roles.
Must possess a valid AZ driver’s license.
Master’s Degree preferred.
